Celeste spent her early years as a national-level athlete and coach, which helped shape her strong work ethic and passion for leadership. In 2000, she earned her degree as an Air Traffic Control Specialist from the University of Alaska, Anchorage, and worked as a controller at the Federal Aviation Administration (FAA) in the Juneau, Alaska tower.
Her time with the FAA led her to a career in emergency response as an Aircraft Dispatcher for the State of Alaska. This role sparked her interest in Incident Management, and she quickly transitioned into a career specializing in emergency management, public relations, and interagency collaboration. With over 19 years of experience in the Incident Command System (ICS), primarily functioning at the Command level, Celeste has managed all aspects of public and cooperator outreach during large-scale events including community meetings, cooperator meetings, social media, and press conferences, during high-stakes emergencies.
In 2017, she earned a Type 1 Public Information Officer (PIO) qualification, and in 2020, she expanded her expertise by becoming a Liaison Officer (LOFR). She has worked with numerous Incident Management Teams (IMTs) and has developed strong relationships with key decision-makers across federal, state, and local agencies, particularly within aviation, firefighting, and incident command positions. Celeste currently serves as the co-lead with Katy, as PIO on Southwest IMT 1 and as the lead LOFR on California IMT 1.
In addition to her field experience, Celeste is passionate about education. Since 2016, she has been teaching Incident Command System (ICS) courses, focusing primarily on PIO and IMT roles. She has trained hundreds of students, helping them develop the skills necessary to serve on command staff or contribute meaningfully to their respective agencies or entities.
Energetic and technically oriented, Celeste brings over 17 years of public relations experience to the table, excelling at creating original media campaigns, managing public affairs operations, and maintaining professional relationships. A natural leader with an eye for detail, she thrives in fast-paced, high-pressure environments, always adapting to new challenges with ease. She is deeply committed to enhancing both short- and long-term objectives for organizations she works with, always striving to improve emergency response operations.
After spending the majority of her life in Alaska, Celeste now spends much of her time in Park City, UT, where she is closer to her only child, who begins medical school this fall.
Katy o’hara
Meet Katy, a dynamic leader who has blended her love for the outdoors with her passion for service and communication. Katy started her journey in the United States Navy in March 2007 after being commissioned through the NROTC program at Oregon State University. Armed with a Bachelor of Science in Forest Management—focusing on policy and law—she was ready to tackle whatever came her way. Her initial assignments included Communication Officer onboard USS MAHAN (DDG 72) and Training Program Manager for Navy Education and Training Command, including two tours overseas supporting Operation Enduring Freedom.
In 2011, Katy shifted from Active Duty to the Navy Reserve, and in 2015, she took on a new challenge as a Public Affairs Officer. Fast forward to May 2024, and she’s currently serving as the Public Affairs Officer at the Navy Reserve Readiness and Mobilization Command (REDCOM) in San Diego. Before that, she was the PAO for Navy Reserve - Navy Information Warfare Systems Command, with a roster of previous units that includes Navy Office of Information-West and U.S. Fourth Fleet. In addition, she completed her Master of Military Arts and Sciences with an emphasis in Strategic Communications through the Air Force Command and Staff College in 2021.
One of her standout moments was in 2017 when she mobilized to serve as the lead Public Affairs Officer for Crisis Communication with the NATO Resolute Support Mission in Afghanistan. During this mission, she was key in managing crisis communications and media relations, helping to amplify the NATO mission, and providing critical training to the Afghan Ministry of Defense.
From 2011 to 2025, Katy has significantly impacted communities nationwide through her civilian service career as a Wildland Fire Program Manager with the National Wildfire Coordinating Group, focusing on developing the critical standards and training necessary to support the wildland fire community. She holds credentials including FEMA/NIMS qualifications as a Public Information Officer Type 1 and Complex. She also continues to lead the Public Information section for the Southwest Area Incident Management Team 1 along with her Control Line Comms partner Celeste during some of the country's most challenging natural disasters.
Today, Katy calls Boise, ID, home, where she balances her exciting career with life as a mom to three awesome kids and her continued passion for the beautiful game of soccer. Always ready for the next challenge, she continues to inspire those around her with her commitment to community and service.
